In 1977, US Senator Patrick Leahy drafted a law under which if any military or police force is accused of human rights violations, the US Army does not provide it with training or weapons. This is known as Liahi law.

Blinken had hinted about the ban during the meeting of G7 countries in Italy. Israeli PM Benjamin Netanyahu became furious over this decision of America. He said such restrictions should not be imposed on the Israeli army.
